Berlayar estate on former Keppel Club site to see 7,000 HDB flats; first BTO to launch in October

The all new Berlayar estate will see about 7,000 HDB flats constructed in the coming years. This is greater than the 6,000 public housing units previously announced for the estate, which is found at the site of the previous Keppel Club.

The first Build-To-Order (BTO) project at Berlayar will be released for purchase next month as part of the October 2025 BTO exercise. Berlayar Residences are going to supply 870 units of two-room flexi, three-room and four-room apartments. There will also be 200 public rental apartments.

In addition, Berlayar is going to be a car-lite property, with walking and cycling networks. Most homes will be inside a 10-minute walk from the Labrador Park and Telok Blangah MRT stations, says HDB.

Eugene Lim, key executive officer at ERA Singapore, believes the apartments at Berlayar Residences are likely to be identified as Prime, given their area in a fully grown estate and proximity to key main places. He estimates rates of four-room flats at Berlayar Residences could start at around $500,000 to $550,000 prior to grants. “With the rise in subsidy clawback prices introduced in the July 2025 BTO launch, we ought to expect a clawback price of around 11-12% on these upcoming flats,” he adds.

Some 20% of the site, or approximately 10ha, are going to be alloted for eco-friendly areas. 4 green passages, ranging from 30m to 60m wide, will weave through the estate, offering recreational areas for citizens while additionally assisting in ecological connection between the Southern Ridges and Labrador Nature Reserve. BTO projects in Berlayar are going to be developed with staggered heights, with blocks oriented to provide even more residents with scenic views of the Southern Ridges and the coastline.

Lim anticipates the flats receiving a strong response, noting that BTO projects in Bukit Merah launched in July, consisting of Prime project Alexandra Peaks, saw a healthy application rate. “We can anticipate this interest proceeding in October, especially as unsuccessful customers for Alexandra Peaks may try their luck with another Bukit Merah project.”

In a Sept 23 release, HDB says the increase in planned housing adheres to in-depth preparation researches on the 48ha site. Including private housing, Berlayar is anticipated to produce about 10,000 brand-new homes.

According to HDB, the Berlayar estate is planned as an expansion of Bukit Merah community and marks the begin of the makeover of the Greater Southern Waterfront. The estate’s title, which means “cruising” in Malay, commemorates the area’s landmarks and maritime heritage.

He also predicts two-room flexi flats at Berlayar Residence might show popular amongst single candidates. “Because of its distinct area, that combines city-fringe comfort with a seaside viewpoint, it could become a prominent choice for singles, who may find the place suits their way of lives.”
