Second Chuan Grove GLS site launched for tender

URA has already launched the tender for a housing Government Land Sale (GLS) location around Chuan Grove, off Lorong Chuan in District 19. The 99-year leasehold place measures 156,231 sq ft and can generate about 505 units. The area was debuted for sale as portion of the 1H2025 GLS Programme. The tender is going to close on Sept 4.

This is the second GLS location at Chuan Grove as being started for tender. Last December, a nearby plot under the 2H2024 GLS Programme went up for sale. The tender for the 511,232 sq ft site, that can likely yield 555 housing units, will finalize on July 8.

Huttons’ Yip points out that the Chuan Grove locations may additionally leverage the minimal source of available housing in the larger Outside Central Region (OCR). “Since 1Q2025, the OCR has the most affordable variety of unsold units of 4,361 in the market,” he says. In comparison, annual sales in the OCR have balanced around 3,000 units in the last five years. This means the present unsold supply could be absorbed by the industry in just around a year, Yip assessments.

OrangeTee’s Quek foresees approximately six bidders for the site, with a top bid of $1,100 to $1,200 psf. “Given that there is a big catchment of potential HDB upgraders from the close-by areas of Serangoon, Bishan, and Ang Mo Kio, developers might be tempted to bid for land here,” he reveals. Quek adds that the landed residential territories in Serangoon Gardens and Lorong Chuan might also give a pool of landed homeowners around wanting to right-size.

Justin Quek, CEO of OrangeTee & Tie, considers that the future progressions on the Chuan Grove places might benefit from the constrained demand that is apparent for brand-new houses in the area. Last November, the release of the Kingsford Team’s Chuan Park, located just down the road from the Chuan Grove sites, garnered a strong feedback with 76% of its 916 units snapped up throughout the kick off weekend. The units were sold off at an average cost of about $2,579 psf.

One Sophia floor plan

He thinks the newly-launched Chuan Grove site might attract as much as 3 bidders, with a leading bid extending from $900 to $1,000 psf per plot ratio (ppr). “Regardless of the unpredictabilities from global tariffs, this site has relatively lesser threat, considering the reduced level of unsold units in the location as well as islandwide,” he says.

On The Other Hand, Marcus Chu, Chief Executive Officer of ERA Singapore, expects the outcome of the tender for the Chuan Grove site started last December to factor into proposals for the 2nd plot. “If the initial Chuan Grove site observes high interest and bids, we can see demand spillover right into this site,” he states. As it is, he predicts between 3 to 5 bids for the most recent site, with a top proposal of $1,250 to $1,350 psf ppr.

Caveats lodged with URA as of May 13 show that 753 units (82%) at Chuan Park have been offered, keeping just 163 units left. The minimal new real estate units may translate to higher demand for future private residential spots, adds Quek.

As the Chuan Grove plots lie right beside each other, they share similar locational qualities, observes Mark Yip, CEO of Huttons Asia. The Chuan Grove site is a five-minute walking to Lorong Chuan MRT Stop on the Circle Line, while also being beside the NTP+ mall, which supplies dining and retail amenities.

Institutes inside a 1km distance of the site include CHIJ Our Lady of Good Counsel, Presbyterian Primary School, St Gabriel’s Primary School and Yangzheng Primary School. The Australian International School is additionally close by, which might give a pool of interested renters, states Yip.
